Gibraltar was left out of the Brexit deal - so far there has been no agreement for the overseas territory.
After all, Spain promises:

So far there are no regulations for the British overseas territory and its relations with Spain.

Brexit happened on January 31st 2020 when the United Kingdom formally left the institutions of the European Union.
